Power2X moves Djewels green hydrogen project into construction phase in the Netherlands

Power2X has taken a final investment decision and issued a notice to proceed for the Djewels green hydrogen plant in Delfzijl, marking the start of construction for the 20MW facility and a key milestone in the company’s hydrogen development portfolio.
The project, located at the Chemical Park in Delfzijl in the Province of Groningen, will be developed with Rely acting as engineering, procurement and construction contractor and integrator. The plant will use advanced pressurised alkaline electrolysis technology supplied by John Cockerill Hydrogen, designed to improve production efficiency through higher operating pressure and current densities.
Once operational, Djewels is expected to produce around 2,000 tonnes of green hydrogen per year for industrial users in the region, with first output targeted for mid-2028. The facility will be directly connected to nearby industrial operations, including those of long-standing partner Nobian, supporting local decarbonisation efforts and the development of a regional hydrogen ecosystem.
Power2X said the project represents its first asset to reach the construction stage following its acquisition of HyCC earlier this year, positioning Djewels as a flagship development in its strategy to build large-scale clean industrial infrastructure. The company also highlighted that all permits are in place and that the project has received backing from regional and European funding bodies, including support from the Province of Groningen, the Waddenfonds, the European Union through the Clean Hydrogen Partnership and the Dutch Ministry of Climate Policy and Green Growth.
The Djewels project is intended to demonstrate next-generation electrolyser technology at commercial scale, with the aim of reducing production costs and improving efficiency for future larger hydrogen facilities. Developers said the design could help reduce the physical footprint of hydrogen production plants while supporting broader industrial adoption across Europe.
Rely described the project as a key example of standardised hydrogen plant development, combining engineering expertise with integrated performance guarantees to support delivery certainty. John Cockerill Hydrogen emphasised its role in supplying advanced electrolyser systems manufactured in Europe, highlighting the project’s importance for industrial decarbonisation and the emerging hydrogen economy.
Construction of the Djewels plant is expected to progress over the coming years, with the broader ambition of strengthening the Netherlands’ position as a European hydrogen hub while contributing to long-term industrial decarbonisation targets.
