SARCO Signs MoU for Jazan Green Ammonia Hub

Saudi Arabian Refineries Company has signed a non-binding memorandum of understanding with Ally Hydrogen Energy Co., Ltd. to develop a green ammonia production plant and supporting hydrogen infrastructure in Jazan Industrial City.

The agreement outlines plans to establish a large-scale green ammonia facility, alongside a local hub for the assembly and manufacturing of hydrogen production and purification equipment. It also includes the creation of a research and development centre in collaboration with Saudi universities to advance innovation in green hydrogen and ammonia technologies.

The MoU, signed on 15 May 2026, is intended to remain valid for one year unless extended by mutual agreement. SARCO said the initiative is expected to have a positive financial impact by the end of the third quarter of 2028, reflecting its longer-term commercial ambitions in the hydrogen and ammonia value chain.

The announcement follows a series of related agreements involving the company and its subsidiaries, including earlier MoUs with other international partners, as part of a broader strategy to build an integrated clean energy ecosystem spanning production, equipment manufacturing and research collaboration.

SARCO indicated that the latest agreement effectively completes its initial supplier and partnership framework for the planned green ammonia project, positioning the Jazan development as a fully structured supply chain initiative.

The MoU signals a continued push by SARCO to consolidate an end-to-end green ammonia value chain in Saudi Arabia, combining production capacity with local manufacturing and R&D. While the agreement remains non-binding, the coordinated structure of successive partnerships suggests a deliberate effort to de-risk project execution and strengthen domestic industrial capability in hydrogen-linked sectors, though commercial certainty will depend on future binding agreements and final investment decisions.
